It is possible but you may need a professional... you said you had already dyed your hair and it's a dark brown now not black... that is the first step...next get a off the scalp powder bleach... use foils to pick out what hair you want to be the blonde streaks... use the powder bleach with a 40 vol. developer... leave it on for a good 30 minutes... rinse off and then you will have to apply a toner to the blonde streaks... the toner is going to get rid of any unnatural looking tones black hair get when trying to bleach it to a blonde level... you could a semi permanant color as a toner... toner needs to have a vioilet or blue base... a professional would understand what I described here... it is possible, but theres a possibility of the brown having an orange tint in it [thats if your're trying to go LIGHT brown] and the blonde also being either orange or comming out almost white . another thing is , if you're going to get it done and you want light brown hair, most likely they're going to bleach your whole head which is VERY damaging to your hair . you can go two shades lighthre than your natural hair color without doing too much damage .

your hair is black so you have naturally dark roots which are difficult to lighten to blond , i expect the first time you dye the highlights you want in the blond shade you choose it will not show up like you want it and it will look orange-ish and not atol natural blond, in time though when you dye it more times it will become how you want it to be.
Yes, it's possible. Obviously you've gotta do it proffesionally, it's going to be hard. But yeah, all you gotta do is use a little bleach in the brown dye, and then bleach the strips you want for highlights, then dye those the blonde color. It may cost a lot of $$$, but i think you should go for it. Good Luck! =)
You could go to Fantastic Sams...i know they do your hair just the way you want it, my friend got it done form there and it was pretty cool. Ask them to first dye your hair dark brown and then apply blonde highlights.

I'm not sure if it will suit you due to yuor colouring. However if you want to lighten it to brown you will have to bleach it, then dye it brown. Then add the high lights another time.

well i've seen lots of asians with blonde and brown hair so it should be fine... i think most people dye th blonde twice though
