I agree mostly with the others but would like to add something...dark complexion as in black or hispanic, NO that is not good, but if you are a white girl with a tan, highlights look super hot and make you look like a beachy Cali girl, I know because I have had them before with a tan and received alot of complements...good luck!Blonde hair / highlights is better on fair complexion or on dark complexion?
fair skin because if your dark it will look unnatural and it wont look very good....unless u have a very light tan colored skin
Fair complexion. Blonde hair on a darker person (extremely tan-black), just doesn't look right. It washes you out and makes you look dry.
